DAT files are information files that have all the game object data (landblocks, monsters, NPCs, chairs, etc). The reason we download these files is to make sure that we all have the same starting point. It's so you don't portal into an area and have the game try to load something that's not there.
These files will bring the game data to the same version we are using for this server. There are other public servers that have modified the DAT files and will make you download their version. We're not that smart.
Unzip the download to get three files:
acclient.exe, client_cell_1.dat, and client_portal.dat
Copy and Paste all three files into your Turbine > Asheron's Call folder.
Click Replace the files int the destination
